General First Aid:

Neutralization, landfill, & discharge to sewer: Reduce perchloric acid with weak reducing agent (hypobisulfite or ferrous salt, plus sulfuric acid as accelerator have been recommended), neutralize with sodium carbonate or calcium oxide. The reduced neutralized slurry may be flushed to the drain with high dilution; otherwise deposit in an approved landfill.
